Yes, It's the same George Norton of Madison Co NC. From census, Civil War pension file , I have the following:
George Norton b ca 1826, a s/o Peter and Ursley(Usley) Shelton Ricker Norton. George Norton died 10 Feb 1864, a prisoner of CSA, in hospital at Richmond VA of smallpox. He married Tabitha Gunter 1 April 1849 Madison Co NC. She was poss. d/o Honor Gunter/Joshua Gosnell, but no proof of this. Tabitha Gunter Norton died 22 Sept 1875 per pension records. George and Tabitha Norton had the following children:
Henry Allen b 18 May 1849 or 1851, both dates given in pension record, marr. 12 March 1872 Marinda Shelton in Madison co, died 20 April 1922 Madison Co NC.

John L b 4 March 1853, no further record

Ursley (female) b 9 jan 1855, no further record.

1850 census shows a James Gunter b ca 1846 in household of George and Tabitha Norton. He may be a child born to Tabitha before her marriage or a sibling???

On 2 August 1865 Diannah Gunter and Elendor Gunter, residents of Greene Co TN testified that they were present at marriage of George Norton and Tabitha Gunter.
22 Oct 1866 Gabriel Sams testified he "did celebrate and solomnize rite of marriage between George Norton and Tabitha Gunter 1 April 1849.
