Surnames: Covington, Trogdon, Black, Hendricks, Yow, Capel.
Fortunately, we DO have the 1894 Business Directory for Randolph County (publication is available for $25 online at Randolph County Genealogical Society website, or directly available in the Randolph Room, at the public library in Asheboro.) This book has every person who owns land listed in every township, every business, every church, every pastor, and on and on. Because there is no 1890 census available, this book is a HUGELY valuable resource.

Now, in Concord Township, in Randolph County, the post office area known as Flora, "is about 15 miles southwest of Asheboro, near Uwharrie river. The land in this section is good. The village has 38 people. B.B. Bingham is Postmaster."

McDowell's living Concord Township - this area - McDowell, Levi, 25 acres, value 50. McDowell, Jeremiah, 285 acres, value 650. Maybe that Levi is your Frederick L? I can't tell you that, I can only tell you that in 1984, the two McDowell's owned what I listed above. Hope this helps.
