I am helping my cousin who is in search of her Niece's. They were born Latoshia Rowe, Oct. 15, 1987 & Laloni Rowe, Nov. 24, 1988. To parents Pamela Rowe and Ralph Sykes @ Portsmouth General in Portsmouth, VA. They were adopted by a Navy Couple in Portsmouth, VA. It was a closed adoption that occured about 1990. The girls were temporarily living with another Aunt. But @ the time of adoption they were in Foster Care. She would like to connect with her Niece's.
