Yes! There was a tribe that even Lewis and Clark were amazed at when they first came across them. You are talking about the Mandan Indians. They were, of course, not all blue eyed, but many who had not intermarried with other bands or tribes did have this trait. Many had blond hair, called "white hair" among the other nations who knew them. Look for info on the Mandans, and you will most likely have a clue. They were a fascinating people, most of the tribe died after contact with small pox through white men, most likely traders I can't recall precisely.
