I found a reference to "Government Bond Files for Pennsylvania".
A John Wharton of Accomack, Virginia was listed for 1810 and 1811 as to having registered. John Wharton was a merchant importing good including from Holland. He may have had a warehouse or offices near the docks. My best guess would be in or near Fishtown. I have no idea where to start looking for business dealings.
