Not an expert on the subject but think generally you would have to be a land owner to serve on a jury. I assume the citations are from the printed RI General Court of Trials 1671-1704. He was mentioned as from Westerly but never attended either trial as a jurist and was so fined for not serving. My only thoughts are two John Randalls. Westerly records are voluminus but indexings no longer correlate to actual book numbers and is very frustrating to research.
