Dakota justice of the peace records for marriages 1918

I am trying to locate the place of marriage for my grandparents. They were married on October 5, 1918 reportedly in Rapid Valley/Rapid City South Dakota. A paid state search of South Dakota reveals no records found from 1910-1940.

Alton Loyd Stine originally from MI born in 1887 and Alice Ethelzelda (Ethel) Cook born in Iowa in 1899.

His W W I Draft Registration was entered from there. His family, parents, and married siblings, left MI for a time and went to Dakotas and came back during 1920 - 1930 but we are attempting to find out exactly when he arrived there and for what reason if there was one. Looked at Land Patents but they only hint at the time frame. Just really curious.
Any help or leads will be appreciated. I already have all the US census info, etc.
