Tennessee will not give a death certificate because we are not immediate family--any suggestions?

My cousin and I have been trying to determine the last residence of an aunt of ours, who died in Nashville in 1996. We sent off for a death certificate, but the paperwork and check were returned with a note stating, "If you are not directly related (parent, child, or spouse) and cannot demonstrate a legal interest in the record you are requesting, you are only entitled to a 'verification of of Information.'"

This aunt was the sister of our grandfather, and she had no children. Is it just impossible to get her death certificate? Does anyone have any suggestions?
