The Texas State Lunatic Asylum was completed in 1861. So it would not be in the 1860 census. It is now known as the Austin State Hospital and is located on Guadalupe St. in Austin, Travis County, Texas. If you Google Austin State Hospital you will find all the information you will want about the facility.
