Francis Marion Mceuin was in Elk, Oklahoma, Oklahoma Territory in 1900. It says he was b. Mar 1861 with father b. in MO and Mother in Mississippi. So this is prob the son of Tobert H and Jane (b. LA?). Children listed are Florene A, Feb 1888,TX; Asa F, Aug 1889-TX; Minnie M, Feb 1892-OK; John H, Feb 1894-OK; Mary B, Dec 1896-OK and Sidney T, Nov 1898-OK. Noting the date of your message, you prob already have this info but thought I owuld post it any way. There seem to be more than one Francis M.
