Joseph is the twin of Albert Cephas Fisher, son of George M. Fisher. His mother, Rachael Meece Fisher, died in Kansas when the twins were about 4. Their father moved the family back to Iowa where the children were raised by various relatives. According to family lore, Joseph left Iowa with a family bound for Oklahoma possibly between 1890-1893. None of his siblings ever heard from him again.

Joseph Fisher, b. Aug 1881 in Iowa, was boarding with Abner and Mary Brown in Yukon, Canadian, Oklahoma at the time of the 1900 census. This could be my Joseph Fisher. Other possible names: Alfred Josephus Fisher, Josephus Alfred Fisher.
