Education was not a priority through the 1940s. You only need to look at the level of education recorded on 1940 census. I was born 1946 and recall many people from my neighborhood who were functionally illiterate. Some of my classmates continually expressed desires to be "out on the farm/ranch" rather than sit in the classrooms.(lol) Obviously, many census "marshals" were not required to complete qualification tests for handwriting and/or spelling.
