You have a good question and I believe the census taker goofed on Toquerville because it is too far west and north of Hurricane.

I called Utah State History office (Dept of Archives and History) and posed 2 questions.
1. Was there ever any change in boundary between Washington and Kane counties?
2. If there were changes, what towns were involved?
