As for a birth certificate, the State of Utah requires a 75-100 year period between birth/death before the records are available online and that isn't always written in stone, it may take another 2-6 years before those records are transcribed and viewable to the public.

In the meantime, I did find a William F. Forsey's whose last known address was in Yountville, Napa, Ca., but this does not mean he necessarily died in California but that this was the last known address the Social Security Admin. for him before he died.

SSDI death index:
Name: William F. Forsey Jr.
SSN: 556-42-8221
Last Residence: 94599 Yountville, Napa, California, USA
Born: 29 Nov 1932
Died: 10 Apr 2001
State (Year) SSN issued: California (Before 1951)

There is also another record for a William F. Forsey born in Utah and died in San Francsco California. However, his Mother's maiden name is Lossee, not Grant (or was that a remarriage surname?)
Findagrave memorial connects him to his Mother Virginia Grant.
