Kaye is the best person to check on the Lugar's, her grandmother wrote a book and she herself updated it a few years back. I checked her website and found only the name Jack Caldwell as Phebe's husband. The url above is open to the public but her other website is invite only. I gave you the above url so you can write and ask her. She gets real busy so if she doesn't reply just write her again in a few days. Drives me nuts to wait for genealogy.
