Thanks - that's one of the possibilities I was considering. The other possibility is that there was perhaps a group of them from Caroline Co. (Capt. Phillip Buckner, his brother William Buckner, maybe a third brother, who's the one I'm really after, and various children) who were in Washington Co. from maybe as early as the 1770s. I can't find either group in the early 1790s, so I'm hoping I can find some records connected to this ridge somewhere. 1803 is the earliest tax list entry I have for Patrick in Russel Co. (before it became Scott), and since the tax lists are fairly complete from 1787, I figured that was about the time he arrived.
