Tithables in York County 1792-1796

I was going through some York County records kept at the State Library faciltiy near the airport in Richmond. The records were titled "A List of Tithables in that part of the City of Williamsburg lying in York County for 1792-1796".
My ancestor, John Fenton (1756-1798), had been in York County in 1777 when he took the Oath of Allegiance. In 1787 he bought land in James City and continues on the property and personal tax lists there until his death.

I am trying to figure out what a "Tithable" was in 1792-96 and why he would have been paying one to York County. Any ideas will be appreciated.
