Can anyone tell me what West Virginia's laws were on marriage in 1913? I just discovered my great grandparents were married in New Cumberland. On the marriage licence it says they were both 21 but I know my great grandmother was really 16 and possibly 2 months pregnant. They lived in Ohio and I am wondering why they chose West Virginia to run off to.
