Frank Thomas Payne, age 62, of Ripley, WV, Jackson County, died September 21, 2000, at Jackson General Hospital, Ripley, WV. He was born a son of the late Lonnie and Della Hager Payne in Boone County, WV, on May 3, 1938.

He was a Mechanic with Carolina Freight and a member of the Woodroad Pentecostal Church in Miamisburg, Ohio. He served in the U.S. Army.

He is survived by his wife, Wanda Smith Payne, Ripley, WV; children: Herman Thomas Payne, Miamisburg, Ohio; and Sandra Perry, Ripley, WV; 2 stepsons: Kenneth Hartley, Sandyville, WV, and Patrick Hartley, Ripley, WV; 1 stepdaughter: Michelle Bigley, Hampton, VA; sisters: Janet Barker, Enon, Ohio; Nellie Hall, Miamisburg, Ohio; and Mary Williams, Pell City, Alabama; 6 grandchildren and 5 step-grandchildren.

Services were held on Monday, September 25, 2000, at 2:00 p.m. at Roush Funeral Home, Ravenswood, WV, with Reverend Randy Hilton officiating. Burial followed in Ravenswood Cemetery with a Graveside Military Service conducted by VFW Post 6669 of Ravenswood. Visitation was held on Sunday, September 24, 2000 at the funeral home from 5:00 to 9:00 pm.
