New London has high waters every spring but I never heard of it getting that high, apparently it did. I think it's the wolf river which isn't that wide but strong currents flow and is mainly a good fishing river. There is a lot of low land there and the river bank is almost the same level with the land. There is still a lot of the older buildings still standing and I would be willing to copy your photo and go up there and take a look.
