Best bet for Sara would be to purchase her death cert..it should give an idea of where/when she was born and how long in Australia (which will give you an approx arrival date)

With a name like Charles BROWN you will find it hard going and I don't have time to search for his children/death/burial etc to see if any clues to his parents are given..
Maybe someone else here with more time will try.
