Bruce, There is a marriage for a Charles Moreland listed in the New South Wales on-line indexes around the right period. Really is a matter of what is on the Death Certificate, as to do other may mean money spent for nothing in return.
I did have a look to see if he was in Melbourne and its Metropolis, which is the largest biographical source for the City, but nothing. It mostly pertains to those who established firms. Also Charles, as I think I mentioned, does not appear in the indexes to Victorian Probates (Wills).
Other than that, if someone will check Postal DIrectories for you. The address should be on the death certificate, but the directories help to trace movements. I think the first Federal electoral roll is for 1905. It is still compulsory to vote in Australia, and for women I think the right was granted in 1894? Anyway I do know New Zealand was first folled by Australia. Prior to 1900 State government rolls go back before 1860 (if they exist), but for the most only contain names of landholders eligible to vote. As you would know, census records do not exist - or did before before our convict States decided it was more important to destroy the evidence (privacy). South Australia and Victoria (in the main) were Free States. Victoria did recieve Pentonville men, that is they were not able to return home for 7 years.
