Are you sure of the dates?
1940s-1950s was when NZ ruled Western Samoa.
The Chinese workers who had been in Samoa from the early 1900s had generally gone home again, and as far as I know, no more were being allowed into Western Samoa.

In China, Mao Tse Tung proclaimed the People's Republic of China in 1949 after much fighting.

Hong Kong was a British colony, and was being flooded by refugees from Communist China.

If Chinese people were sent to Samoa at that time, any shipping lists would be in Samoa, or possibly in Archives NZ in Wellington, NZ, in the Samoan Archive.
