I would think it more likely that the two daughters Annie and Anna were listed with wrong birth years in the census.

When you research in detail into Michigan birth records you will probably find the truth.

And could one of the girls names have been misunderstood by the census taker? Sure, why not?

Pauline could not have come over from Norway in 1891 -- she married in Michigan in 1889 you said earlier.
