The Midi-Pyrénées is a "Région" and the "Hautes-Pyrénées" is a "departement".
A Région is formed by several departments (from 2 to 8)
The Hautes-Pyrénées is a dépatement of Midi-Pyrénées.
The capital of Midi-pyrénées is Toulouse
The capital of Hautes-Pyrénées is Tarbe
