Most emigrants come from a small gemeente at the countryside. Site www.genver.nl
has a list of places in the 12 states of the Netherlands plus pointers to the records at Family Search. For most places there are 10-year indexes for birthes for the period 1863-1872. Birthes are usually registered within 5 days form the birth. There are currently 1397 places listed and that is a bit much. You need to search under the O of Oever ten. Some states have their birthes indexed on https://www.wiewaswie.nl/
I find there:
Achternaam Voornaam Plaats Datum
Oever, ten Joanna Maastricht 01-04-1865
Oever, ten Hendricus Maastricht 13-05-1865
Oever, ten Willem Hoogeveen 11-04-1865
Oever, ten Rensje Meppel 27-10-1865
So these 3 places are not needed. So you probably do not need Drente and Limburg in the research.
