Mary & Mildred's father was James K Polk GAVISK. Most likely he was named for the president, James Knox Polk.

Since I've only been following the two girls I don't have a full picture of where James & Frances lived. I can say the following: in 1880 they were in East St Louis, St Clair Co IL; in 1895 they resided in Clay Co MO; in 1920 they were in Arlington, Phelps Co MO. James died in Phelps Co (1944) Frances died in St Louis (1946). It would seem they were in the correct county (Phelps) but I can't say how close to Newburg.
