Phebe was the daughter of John Beals (1685-1745) and Sarah Bowater (1688-ca 1761), granddaughter of John Beals (died 1726) and wife Mary Clayton (born 1666) and of Thomas Bowater and Sarah Edge.

Phebe was born in Chester County, Pennsylvania, and was first married to Charles Canaday. All of these families were Quakers.
