I actually heard a few months back from another relative, Lauren Slepsky, who filled me in a little bit on Julio Bella -- told me his real name was Julius Margitza, etc, and gave a bit more detail. I actually live in Scotland (though I was born and raised in US), so it would probably be easier if I phoned your uncle. A friend of mine in England, who is even more heavily involved in the history jazz violin and who is a very big fan of Julio Bella's playing would probably be even more interested in talking to Julio's brother.
