Thanks to a relative who made a direct reply to my post, my original questions were answered. Yes the family groupings are correct, however the father of the oldest three children was David S. Blankenship who died before Dec. 12, 1862. Their names were carried forward as "Lockett" in the census records.

Widow Phoebe Blankenship married widower James Lockett in Sept. 1865. Now the question becomes – “Who were the parents of James Lockett, age 43 in Sept. 1865?” The marriage record gives O. and R. Lockett, but I cannot reliably identify them with the info I have.
