I know that you posted this a very long time ago, but I think we may have a common relative. I am not sure where Charles Buer born 1827, quite fits with my buer family, but my ancestor William Buer (b.1749 d.1829) was a butcher in St. Martins-in-the-fields, and from him decend a lot of Buers. His brothers Charles (b.1757) and John (b.1753) also lived and worked in the area of Chandos Street. Your Charles is likely to be a grandson of one of these. William became moderately wealthy and so we have a lot of records about him.
