Not sure if it is the same John Carroll that you mentioned - but John Carroll (born 1735) was the first Roman Catholic Archbishop in the United States and was from a very infuential Carroll family. He was the brother of Daniel Carroll (Born 1730) who was very involved with politics - Daniel married E. Carroll, who was Charles Carroll's cousin.
