Captain Thomas Commander-Statement by Persons Unknown

Can anyone help, please? I am writing an article about Captain Thomas Commander of the South Carolina Guides and Pioneers, who was born at Monks Corner, South Carolina.
There is a quotation I heard and I want to include it in the article. It describes Thomas Commander, I think, exactly. It was made about the displaced persons from the Revolutionary War.
It goes some thing like this:
'There is not a town or village in this country (England) that will not have the dust of North American in it. Once this terrible war is over.'
That is all I know. I heard it at school in London many years ago, more than I care to remember. Does anyone know the full quotation and who said it? I thought it was William Pitt, The Younger or Edmund Burke, but I have been search for sometime now on Google, but cannot find it.
