Don't know if I can help, but my paternal grandfather, Fred Winfield Congo came from Southeastern Ohio, Meigs County, Olive Township. My mother, Irene Congo Jewell is still living and still remembers quite a bit, but I never heard her mention a Will Congo. Family name is also Congrove, it got changed to Congo, or vise versa.
