I think Oklahoma vital records is your best bet, at this point. You probably don't need to know the county. The good news is they started keeping birth records in 1908. The bad news is they didn't have complete coverage until 1916.

I'm not sure I should speculate on this, but do you think there is a possibility that his mother, Pearl, was Cherokee?
