1910 Census - DUGAN, MULLEN Ellen and John

Surnames: Mullen, Dugan
Hoping someone can provide some ideas. The 1910 Census info for the Dugan family has had the last name of Mullen attached. I can't find any explanation about the connection, other than the names of the children. I know Ellen Mullen had sons named Leo, James and Francis who were raised as Mullens (listed in 1920 & 30 as her sons).
I have not been able to find any info on Ellen for the years 1899 (where she is listed as the mother, Ellie S. Mullen, on the Death Cert for Harry Joseph Serad (d.1899)) thru 1920. I would think this was just a mis-connection if it weren't for the 1900 Census. There, the Sagan family has had the Dugan name connected and lists Annie Steward and ??? Brown as Boarders. I know Ellen Mullen's sister was Annie Brown. Also, the heritage info for the children does not match that of the parents on either Census.

I hope I explained this in a way that makes sense.

Any suggestions or info would be welcome! Thanks in advance.
