Two Hughs?

I just realized the 1880 census shows two Hugh L. Dunagans in adjoining counties in Texas - one in Freestone County and one in Navarro County. Both are listed as Hugh L., the wife's name could be exact if I could see the Navarro one better. The only differences are the ages and children's names. Freestone Hugh lists Francis B., Carrie & Baby. This is for sure my line. The Navarro Hugh lists Betty & Walter Scott as children. My Hugh died before 1880, but this Hugh seems to be just as elusive and does not show up in other later records either. Anyone have any thoughts on this? Thanks!
