The Eldred family in Climax was from Rhode Island from at least the 1700's. Although the name has been seen as Eldredge I don't think it's related to your family.

If a census says the father was born in England it's England. If born in Canada it would say Canada and English meaning the Ontario part of Canada vs. Canada and French which refers to the Quebec part.
