PITTSBURG, Pa., Sept. 26.-Richard T Garland, who was one of the victims of the Paoli wreck yesterday, was a brother of M. M. Garland, surveyor and collector of customs for the port of Pittsburg and formerly president of the Amalgamated Association of Iron and Steel Workers. He is survived by the following brothers and sisters: Joseph C., Pittsburg; Samuel H., Harrisburg; Mrs. W. B. Gates, Elizabeth, Pa.; David B., Duncansville, Pa., and Mrs. E. L. Eisenberg, Seattle.
