I found this, it gives a name of Charles Montgomery Hoge, but it seems to match the one in the census. There were also multiple hits at family search for Coffey Montgomery Hoge in voters lists in Monterey, which makes me think it might be the same guy.

New Monterey. The deceased, who
was eccentric in his actions, was told

to an operation, and it is thought
he became insane brooding over it.
