I'm afraid your Howards are another large family from the same area. This is what was sent to me by a man who knows quite alot of information on both Howards.
"There were two clans of Howards in Harlan County from 1800 to 1900, and I would imagine even to this day with some small exceptions. One clan was descended from Samuel ( 1762-1840) and Chloe Howard ( abt. 1765-1843) and they settled where the town of Harlan now sits. They had 10 children, all of whom bore descendents. Six of those were males. The four females wed two sets of brothers, so many of the Napiers and and Hensleys in the area were also descended from Samuel and Chloe.
The other set of Howards are descended from a pair of brothers. John and Benjamin Howard, who originally settled in Western Harlan County centered on Pucketts Creek. These brothers had about 22 or so children. "
