I have both bio and an adopted daughter, I think that you have to understand that Catholic institutions did not follow the full letter of the law. In fact in Ireland they totally operated outside the letter of the law.

There was a mother and baby home on the outskirts of Dublin, the mothers thought that the nuns were minding their children, to their dismay they were being whisked away to the US in the middle of the night to wealthy US childless couples. Nobody ever talked about money, but the Nuns were paid.

It was a business, the couples paid and the Nuns received. They are still very frugal in the information they give out, they usually comply under court order, if you are lucky before.

I would sit on them, they have the full records, if you have to use threats, use them, it is the only language they understand, it is funny how a church makes money out of other peoples misfortunes.
