According to George F. Black's, "The Surnames of Scotland," Norreys is from Old French '(le)Noreis' or 'Noreys' which meant "Northman" or "Northerner" Norris is the modern form.

In Scotland, the name is associated with Clan MacLeod and the Tweedside district. It is also found in Ireland, but whether that is from transplanted Scots or not, I don't know.
