After the fall of A-H empire, several new countries were formed and one was Czechoslovakia www.cgsi.org After WWll Ruthenia ended up in Soviet Union and now Ukraine. In 1993 Czechoslovakia separated into Czech Republic and Slovak Republic. You need to locate a precise place of birth among the US documents to proceed with the research. The surname NOVAC^EK is a bit common. No W in Czech alphabet but it does make the V sound so W was used in US instead of V.
