William and Lovona Plumlee in 1870 Census?

I'm looking for a record of the household of William Plumlee (1824-1904) and Lovona Kendall (1824-1893) in the 1870 Census. The 1860 US Census has them in Jackson Co., Tennessee; the 1880 US Census has them in Plumlee, Newton Co., Arkansas. Their children Carroll, De Calb, Monroe, and Mary were still living with them as of 1880.

Was there a Jackson County Census done independently of the Federal Census in 1870, or had they moved out of Jackson County by then? Does anyone know where they were around that time?

I'm looking into a son Randolph who appears in the 1860 Census and then disappears from the records....
