SOUTHAMPTON COUNTY, VA
PERSONAL PROPERTY TAX

Information you should know about Personal Property Tax list.

1. In 1782, the General Assembly of Virginia enacted two types of taxes in Virginia: Personal Property Tax and Land Tax. The information following refers to Personal Property Taxes only. There was NO Personal Property Taxes collected for the years 1808 and 1864 because the treasurery had adequate funds.

2. The beauty of the Personal Property Tax lists is that EVERY ADULT WHITE MALE IN THE COUNTY over 21 years of age had to be listed whether they had any property or not. When a white male 21 years and older disappeared from the Personal Property Tax list, they either moved out of the county or died.

3. White males listed on the Personal Property Tax records were NOT taxed. They were responsible for paying the tax on their personal property. If over 21 years of age, they are listed on the tax record by name so the government had a head count for military service and road-crew work. White males ages 16-21 are listed by number for a head count since they are not responsible for the tax. On occasion an elderly male is not required to pay a tax. Also any person not owning any of the taxed item will appear with NO TAX.

4. Cattle, horses, carriage wheels and slaves over 12 years of age were taxed as personal property. After 1815 the type of property taxed was expanded.

5. Individuals with the same name can be distinguished from each other by (a). use of Junior or Senior (b). living in a different taxing district (only taxed one time) (c). living in different geographical location.

Each of the entries below will list the year, the name of the person listed in the tax list, the number of males 21+, the number of slaves, the number of horses, and the number of cows.
