Guthrie: Governor Ferguson offered a reward of $500 for the arrest and conviction of J. W. Seavers, charged with the murder of Frank Elgin, a patient in the asylum for insane persons at Norman. Seavers was a ward attendant. He became enraged at Elgin and beat him so brutally that Elgin died from the effects of the assault. Seavers was located at Osawatomie, Kansas, by the sheriff of Cleveland County, Oklahoma, but the governor delayed issuing a requisition and Seavers escaped. A coroner's jury at Norman exonerated the officials of the Oklahoma Sanitarium company for the responsibility of Elgin's death.
