Do you have any more to go on?
I presume he left England at some point? When and who with, do you have any relatives names?
Anything may just give a clue
If you are saying his name is SEYMOUR-HALL it may indicate he was born and registered as a HALL or SEYMOUR, he may not have been registered as William Charles but just William or even William C
There are one or two possibles in the 1851 so let us know if you have any more on him
