FRANK STAGEMAN Took Life In A Gracious Stride.&lt;br&gt; Young people can well look at FRANK STAGEMAN's Way of life and take profit.&lt;br&gt;   Mr. STAGEMAN, a retired North Western Railroad switchman and former City Councilman, died this week at 86. Until his last illness Mr. STAGEMAN was always an active man -- in a quiet sort of way.&lt;br&gt;  He had served back in the days when membership on the City Council was enough to bring almost any person's blood pressure boiling toward the top.&lt;br&gt;  But Mr. STAGEMAN always remained calm, cool and collected. While a man with stronger convictions, he was always willing to listen to other point of view. He might change his mind; he might not.&lt;br&gt;  If he won his point, that was fine.  If he lost, he held no grudges.  The majority had spoken and he was willing to accept it outwardly, as well as inwardly.&lt;br&gt;  Typical was a talk he had with a city official when he was last elected to the Council.&lt;br&gt; "I have heard that you had said a word or two in favor of my opponent." The newly elected alderman-at-large said. "Whether it's true or not, I do not care. We're all on the same team now, so let's play ball together." STAGEMAN, 88, a former Council Bluffs resident, died Tuesday at San Rafael, Calif, where he had lived seven years.&lt;br&gt;  Survivors include:  five brothers, Frank and Pete of Council Bluffs, Mark of Neola, J. W. of Omaha, and Philip of Randolph, Neb. Frank is a former city aiderman.&lt;br&gt;  The body is being sent to the Meyer Funeral Home here for services and burial.
