I found a death certificate for African-American Frank Evans Jr. born 9/1/1921 in Louisiana, died 9/20/1998. His nephew is listed as "Gregory Starks". "Place of Final Disposition" is listed as Linda Evans in Portland, Oregon. I would like to return this death certificate to the family. I am also curious why my family had it. My mother and brother have "no idea" where it came from. There are also pictures and the name "Lynn Starks". Any help would be appreciated. Thanks!
